I think he's supposed to be making a hand signal for commanding his troops. The "Wedge Formation" is the closest one I could find. I doubt it's a grenade, as his profile doesn't have them and I can't see one in his hand. The no armor thing is a bit strange, but he is a well done sculpt and perfectly based on the Manga character.
Arslan doesn't have grenades. There's nothing in his hand afai can tell. Thank you @Koni He doesn't appear to want to end the hate, however. Now, back to the model discussion. @jfunkd I think you may be right. Someone else on the spanish subforum commented that it was a grenade, and included some profile-change speculation. But after I zoomed in, I realize it may just be his closed fist. I also think the sculpt is right in line with the manga, which is cool. As stated before, I think this may be a vest akin to Joe Turner's.

I think they made Arslan in his non-combat gear as a throwback to outrage because he left such a strong impression

Thanks for the clarification @PensivePanther I (as I'm sure others do as well) really appreciate the honesty and apology. I hear what you're saying about the aesthetic though. It seems like a lot of our characters try to branch off from the typical medium armor and sweet helmets. It does tie nicely with the manga, and I think its probably one of the easier ways for CB to distinguish our sculpts. Thinking about it a little more, however, I think the model meshes a bit strangely with its rules. The lightly armored look I guess works with hyper-dynamics. NWI is on plenty of troops without armor, (correct me if I'm wrong), but I've always pictured it on beafy-er units. I guess he's maybe in an upgraded Lhost? One thing I think may have been neat to see would be the MSV1.
Honestly, if it was just this model exactly, but wearing a goofy druze helmet - that would have been amazing.
Arslan definitely had some form of dermal implants in Outrage, in addition to what appeared to be cyber arms. If he has internal augmentation equivalent to an Odalisque, in addition to dermal armour plates, then NWI and ARM 3 in a tank top isn't beyond credibility. MSV1 could also indicate eyes that stretch into near visible light spectrums, very achievable for the head of a criminal mercenary syndicate with access to high quality cyber and bio augmentation.
