Interesting list. For sure your opponent will have no idea what is coming at him. Reminds me of Kansas City shuffle. I would drop the breaker ammo and invest the 3 points in a Warcors. Maybe invest in a Palbot and exchange the Auxilia for a Trauma Doc.

And "who is probably gonna sit around a lot?" For me, I love coordinating TO and non-TO to force bad options while combing short and long range attacks in the same order. I've been trying 15-16 orders list and everyone in my meta thought it was a weird way to play NCA. Including myself. I can see this is the natural way to play it for many people, since the lists I made are pretty much the same. Although I'm not that much into the Locust unless I really need him for a specific scenario, and I prefer to invest in 1 or 2 bulleteers. Maybe even a Peacemaker for extra repeaters in the midfield and that nice flamethrower, and like to of fugazis for cheap orders. Also, have you tried the new Deva assault hacker instead of the Hexa KHD? WIP 15 and Lighting are great for objectives and hacking, specially with so many repeaters.
Once I started making those kinds of lists I just couldn't do it any other way. It's hard to justify LI in NCA with all the great cheap stuff.
NCA can be really strong in LI, but they are also one of the strongest PanO sectorials for spammy lists since they have SO many effective cheap troop options.
Not just your phone, it's a known issue with the mobile version of Army. I think this is your better bet, that idea of forcing bad choices via coordinated TO and non-TO models is evil.
Playing against NCA I was quick to learn to fear the Locust. That guy is expensive like hell, but worths his weight in gold. Throwing mines on the edge of the enemy DZ is straight evil. BS and nades are plain ugly. Play him, love him. By the way 15+ order lists are clearly the way to go in NCA. One full order group to do the damage and a smaller one for support. With ample amounts of cheap (8-10 points) order generators, It's not overly complicated to squish in 15 orders.
I never ever considered playing the BS loadout. I played only the hacker when I felt I needed the extra hacking and a midfield specialist, or the Marksman rifle because of instant good range + DDO. But I love the miniature (that Star Lord look) and I'm sure I'll play him more if I get a decent paint job on him. So I will try the BS for sure.
Locust is a very interesting model. The odd+infiltration mix help nca to controll central line, before was impossible. Yo had to use too many orders to control the central line, too many movements and too many enemies aro. Drop bears help to hold back central objectives or to force enemy to spend orders for destroy them or to bypass.
