I just couldn't think of any other Yu Jing character to toss in as a Reznov substitute. I mean... you could say that the Ko Dali we all knew is now dead and the current one is merely an abomination that dares wear her image about. ( INB4 Sepsitor Cure plot arc wherein the ISS become the ''very very evil bois BUT they did just cure that person of being Sepsitorised. )
She was written off as Missing, Presumed Killed in Action in the Campaign Paradiso book (P27), leading a suicide counterattack to stop an Avatar with a small unit of Tigers and other troops on-scene. Then on P122, she's leading Combined Army forces, voice and facial recognition ID'd her, but DNA was inconclusive due to presence of alien DNA in the sample. And finally, Sun Tze himself declared Ko Dali KIA and the one claiming to be Ko Dali an imposter defiling her memory.
