Raoul makes most sense to me, they recently talked about his design and he is character moving from being in uprising fluff with starco into Tunguska who I assume will be fluff related and I believe uprising ends with him making phone calls to Tunguska. Only issue is hes only used by Nomads and starco so they might just go with a generic pre order merc mini.

I really don't think what I am listing is too much. Look at the thickness of that book. Its easily 3 uprising books in one. It is also declared as an Expansion, unlike Uprising, and just like Human Sphere. This would lead me to believe it is rules as well as background. The only question is when the release date is for Third Offensive. Is this the Black N? If so that could very well mean more sectorials. But if that's the case, whats with the Blue N's? Do we get something like 6 Sectorials this next year? That seems a bit over the top. That's what makes me think its more rules, and less sectorials, and more detailing the existing new ones background. Perhaps it will contain the Shas and Tohaa Sec.
