Why would you send highly trained Varuna forces to save a VIP if the person wasn't super rich? If you can't afford the res you probably aren't important enough to be taken into consideration.
Real life analogies aside, it'd be simply interesting to see a force with a bit different capabilities and access to larger array of non-lethal options. Well, I can at least hope we'll still see an ADHL or Stun Grenades somewhere ;)
I think another light TAG seems much more likely, that way all* PanO sectorials have a heavy and a light TAG available. *note: I don't count MO as they're more of a NA2 sectorial honestly, just from the time NA2 did not exist. The whole vatican shtick feels grafted on completely. Besides, they got a medium TAG (full size, not as much armour or firepower).
Libertos are not the PLO or the IRA, they wont live inside the normal population, wont take hostages for ransom or go incognito into a stadium to blow up. We are talking of a Helot population that lives separated, not being same spices with their victims to take empathy from and not wanting to do the extra work to get there either, that get crazed and violent in low pressure ambiances when they come to the surface. Think of VIID less police raid and more Xcom terror mission, when you have to move fast and get every enemy before they do more damage, no negotiation, no surrenders, just neutralize everyone as fast as you can. Then there is the search and destroy of encampments or surveillance, but this targets get crazy close to the surface, so are isolated targets, far away from the populus, or else it turns fast into an attack.
Been racking my brain for a while how to accurately depict the rules for Helots without or a damaged pressure suit. Thing is we actually saw a dossier for a "naked" Helot, so we might see two troop entries for them in Varuna. To accurately depict their fluff in rules it would be necessary to introduce a new Fury characteristic. Helots should have A different version of Frenzy, one that triggers on taking hits that cause Wounds but are saved by ARM/BTS to simulate the damage their suit takes. Makes them cheaper and turns off their potential Camo, pretty sure that would make for a very interesting and effective troop, imagine an reverse Igao. Alternatively the more accurate version of this thought could have a Fractaa/Symbioarmour/lotech style second Profile with Impetuous. The problem with that is the effective 2nd wound which would be madness.
I'd be very surprised if we saw a profile sans suit. Don't they need the suit to survive the lower pressures at the surface? I'm willing to bet that the slide without suit was just a visual representation of what they look like. Just art.

I remember when we first found out about the Tohaa and Antipodes with Paradiso...people told me I was nuts thinking that the Helots might have been subject to the same tampering from the Tohaa. WHO'S CRAZY NOW!

We see the pressure suits in the concept art, but I wonder if they'll have any in-game benefit. When we first saw this lore, the logical guess was a dual profile like symbiont/battle damaged. With the suit intact, the Helot was easier to control by the player, could benefit from cover, etc. but would potentially gain Berserk or other aggressive capabilities once the suit was compromised. Given those finesse-oriented weapons, as well as camo, this idea seems debunked. I'm not complaining, because standard Camo is a pretty big deal, but I'm curious if the suits will be represented at all with in-game ability.
It would be interesting if their pressure suits were something like the old Exrah rule, so they do not have an unconscious state, because once their suit gets cracked they start to asphyxiate.
That's a nice thought, especially if it has an accompanying point discount. It would help carve out a niche for Helots as being very cheap for their role, with or without a Irregular point discount.
