A zondnaut is dismounted and is in base to base contact with the zondmate, which is inside an opponents hacking area. The zondnaut declares Move as a first skill, and mounts the motorcycle. In ARO:

1.) Can the enemy hacker declare a hacking ARO against the zondmate? My initial thoughts are no based on the example from AI motorcycle:

-Enemy troopers with LOF or in ZoC can declare their ARO, but in this scenario it will only be against the model with the Mounted Trooper Profile.

Then, if the answer to 1 is yes:

2.) If it is a legal declaration, is it a face to face against the mounted Zondnaut?

3.) Are the effects of the hacking attack then applied to the mounted Zondnaut if it succeeds?

No, because the Zondmate doesn't 'exist' for this Order, just the mounted profile.

When you mount you use the new profile for the entire order, so the trooper counts as mounted for generation of AROs and any results of rolls.

In this case the mounted profile is not hackable and LI, so in you would not be able to ARO hack unless you have a program that affects LI ( I can't think of any offhand).

That said, if it was a Zondnautica hacker you would be able to ARO with SWORD programs, Blackout, etc.

So I guess my biggest question here is how this differs from Prone, which also triggers at the start of a Move, but AROs can be declared by those who had LoF at activation. Is the answer that mounting works differently because of applying for a whole order instead of a skill duration?

Yes, mounting is worded differently to prone.

By declaring Move, a trooper may Mount or Dismount a Motorcycle, TAG, Vehicle, etc. at the start of his Movement at no cost, the new troop profile will be applied during the whole sequence of the Order

    Emphasis mine
