I interpreted it to mean that, kind of like NA2 has played out, it is a Faction of only Sectorials, no vanilla. So when a second group is released it will be broken up into two subsections instead of Vanilla with some rules and a single Sectorial.
The implications for Tohaa have long been that the army we're seeing now(IIRC it's labeled as "The Trident"?) is the 'new model army' for the Tohaa...but there's also the old 'colonial' forces and the Auxiliaries and the rumored Sectorial which was called "The Triumvirate"(which itself is a kind of 'shadow government' within the Tohaa itself) that would have a different playstyle.
Cool info. I'm really slacking on reading my fluff books. I'm not sure if that would exclude my interpretation though as that would be a design choice to show that the forces are never deployed in combined fashion.
The Colonial Forces were the predecessor to the Trident, while the Triumvirate are a shadow force (they run Le Muet). There are also the Errant Ships.
