How, about this? if a TAG or a REM is in the null state, then the Machinists gets an extra order only he can use, once the TAG or REM is no longer in the null state the extra order is removed.
Would say against it as its rather "new" mechanic to Infinity (additional orders out of thin air), but we are in post-backd00r crisis and banned characters now do have their "out of air" orders.
Or perhaps we shouldn't throw out all game balance for the sake of conforming to some peoples interpretation of fictional stories.
I would rather have logistics mechanics added to the Machinist. If it's AVA 1, then give it tools for getting repaired efficiently. ODD instead of mimetism helper bot, engineer pack (eng based medpack), higher than 12/13 rolls to succeed! (Yes I know about rerolls.. but my experience has been that if I'm not repairing things I'm burning through all my command tokens to fix the damage my expert engineer has done) The dream... TO Engineer! It's not out of the realm of possibility for this faction!
Well I have been practicing my sullen look in the mirror all morning. . . I see a lot of complaining about Pano being boring, but some people like boring. But if we want a fun idea, how about a Corporate Security Unit on a bike, Pano professional battlefield couriers! Complete with TO of course. (Who is also an engineer/doctor)

OK, maybe my post wasn't clear enough. The rumoured mine launcher for the Bolts appears to have been a garbled mixup of Drop Bears.
Because from the outset the "Drop Bears" were heavy implied to be part of the "mine launcher" rather than thrown. The concept evolved apparently and now we're right back to the initial concept, just not on PanO. Then the "garbled mixup" came from CB themselves, as that's where the "rumored mine launcher" came from.
Well I'm pretty sure that there was some discussion about actual "LGL for DropBears" but can't find anything atm. ;(
Good for those people who like things being boring. I can't think of too many who actually do though.
