I'm thinking Brawlers actually, looks like the Wardriver pants but we have three factions that use Brawlers with only a single preorder mini for them.

 

I'd like to say this is the case but the bolts on the knee pad are missing

 

On the other hand Brawlers are rag-tag mercenary thugs, so a little variantion would make sense.

A new sculpt for something
A new profile
a new model for an old sculpt
an old sculpt for a new unit
a new model for an old unit that was updated and then later canned
