That would be really interesting, I'd love that style of play for it as it would make it feel rather unique. But based on the quote, I'm not entirely sold if this is a HI artillery piece. I'm sort of hoping for something more close range. A lot of people think it seems to be the close range weapons + Panzerfaust style weapon combo. Sapper is kind of shit anyway, because it makes you so immobile and reactive. And Infinity, that is essentially death.
The thing is not good enough in reactive and it's really bad in active, because you are not going to make a fox hole and eat free AROs just to gain cover and mimetism if you manage to survive.

Though a S5 miniature won't be able to get the free movement that digging in provides S2 sappers, removing one of the main tricks for getting LoF on an enemy without provoking AROs.
The Zouave snipers have been wildly successful for me. Either baiting people into dealing with him/wasting orders or plinking people off throughout the game. The best is when people drop things like Oniwaban or Fidays on them with nothing else to do after. BS12, Armor 5 in foxhole, mimetism and courage for 25 points who can stand up and move around for free has treated me very well. He can just keep his frogs to his rations.

If those are Urugan or Katyusha on its shoulders, remember that those aren't exactly artillery unless you're firing them guided - they're close up assault bombardment weapons, like cluster grenades or something.
You can use it offensively too though -- since your silhouette changes size at the very end of the order, you can sapper at a corner, gain line of sight on a dude without provoking ARO then shoot with sapper next order. It allows you to generate cover wherever you want, which can be excellent for hitting someone at ideal range (sometimes there won't be cover already positioned to shoot at someone in their -3 range, so you just make your own.) Also Regulars have a sapper MSR -- meaning you can create a sniper nest anywhere in your DZ with a BS15 dude. That's pretty nuts considering it gives you cover and mimetism. Outside of 32 inches, you'll be BS-9 to hit for most units while you shoot at 12 or so, and inside of 32 inches, you'll be BS-3 to hit while you still shoot at 12.

It would make more sense, as a box, than this TAK v. Vedic one. We know that the Tohaa were on Dawn before humans arrived. And A Merovingian discovered evidence of it (as per the background in Paradise.) Naturally, the box only Tohaa mini will be a Sakiel. The LE mini will be the Tohaa diplomat's dancing partner.
