So, in N3 rulebook we have this

    but in rules we have
Troopers with the Religious Troop Special Skill are unaffected by the Retreat! rules, acting normally until the end of the game.

And it would be okay, but

Troopers with the V: Courage Special Skill are unaffected by the Retreat! state, acting normally until the end of the game.

and to be clear, veteran regular in retreat looks like that

If the user's army enters a Retreat! situation, the user remains Regular and is not affected by the Retreat! state, acting normally until the end of the game.

So, what should be changed? Current Rules expression or super old N3 rulebook table?

When you are in retreat you are also in Loss of Lieutenant automatically.

    does not help because

    Apparently I mis-read your question.

    Religious:
    • Troopers with the Religious Troop Special Skill are unaffected by the Retreat!rules, acting normally until the end of the game.
    • Additionally, during a Retreat! situation, troopers with this Special Skill cannot voluntarily abandon the game table unless the scenario rules indicate otherwise.

    Courage:
    • Troopers with the V: Courage Special Skill are unaffected by the Retreat! state, acting normally until the end of the game.
    • However, even in a Retreat! situation, troops possessing V: Courage are affected by Loss of Lieutenant.
They are not written the same. Courage ignores the Retreat! State, while Religious ignores the Retreat! Rules. Courage then explicitly says that the Loss of LT from Retreat still applies, so they go Irregular.

So Religious stays Regular in Retreat, because they ignore all effects of Retreat. If you're in Loss of LT, but not in Retreat, Religious does not ignore that. (?)

You may be right, but rules works in next way

All troopers irreg in retreat if otherwise do not specify by their special rules

    veteran clearly specify it

Religious only clearly specify that troopers do not affected by Retreat state, just like courage, who clearly not regular in retreat.

    • Additionally, during a Retreat! situation, troopers with this Special Skill cannot voluntarily abandon the game table unless the scenario rules indicate otherwise.
last row is something from N2 where you have to move your troopers out of table in retreat which is no more exist in N3 rules

I think the distinction you're missing is in what you quoted in the first post.

Courage ignores the Retreat! State (which limits which Skills can be declared), but are still affected by Loss of Lieutenant.
Religious Troop ignores the Retreat! rules, so also ignore the Loss of Lieutenant that is imposed by the army being in Retreat.
No, that's from the N3 Retreat! rules:

"In a Retreat! situation, all troops who exit the game table via the widest side of their Deployment Zone are considered to have survived the battle and can be counted as Victory Points by their owner."

It's just that there are no ITS missions where this has much impact.

Why not rewrite it in a manner of veteran rules? Much more clear.

There is a table at the end of the rulebook that states the interactions between Courage and Religios with LoL and Retreat, which is where I've always been sent when in doubt about this.

It could definitely be written better, but it's probably not getting revisited until another edition change.
